The State Service for Property Issues under the Ministry of Economy continues efforts on simplifying the procedure for registering real estate, increasing citizen satisfaction and expanding e-services.

The innovations and modernization of services have led to an increase in the number of property registrations. Real estate registrations increased by 24% compared to a year earlier. Therefore, in January-September 2021, 219,968 real estate objects were registered. Of these, 48,607 are initial and 171,361 re-registered. Note that the initial registration is the first recognition of rights to real estate by the state, while re-registration implies the recognition by the state of the rights arising from the replacement of documents of entitlement issued in the previous period with new documents (extracts), alienation of real estate registered in the state register of real estate, or transfer on other grounds provided by law.

The property, the ownership of which were registered in January-September of this year, include 35,260 private houses and cottages, 66,763 apartments, 108,753 land plots, 2,560 non-residential buildings, 6,040 non-residential areas, 557 property complexes and 35 multi-storey residential buildings.

For 9 months 2021, 11,844 private houses and cottages were initially registered. Compared to the same period last year, the number of initially registered private houses and cottages increased by 16.5%. A similar situation was observed for the initial registration of land plots and non-residential areas. As compared with 9 months of 2020, in January-September of this year, the initial registration of land plots increased by 22.2% to 11,632 and that of non-residential areas reached 2,929 increasing by 40.6%.

The re-registration of private houses and cottages, apartments, non-residential areas and land plots has increased. Compared to the same period last year, re-registration for January-September of 2021 increased by 39.2% to 23,416 for private houses and cottages, by 47,5% to 44 919 for apartments, by 24,3% to 97,121 for land plots, and by 51.2% to 3,111 for non-residential areas.

In general, compared to 9 months last year, re-registration of real estate in the country increased by 32.3% from 129,487 to 171,361 in January-September of this year.

In January-September of this year, a technical inventory was carried out and technical passports were drawn up for 173,276 real estates. This is 15.1% more than in the same period last year. In addition, 295,481 references (Form-1) were issued to legal entities and individuals with a description of real estate, rights to this property registered in the state register and their restrictions (encumbrances). Compared to 9 months of 2020, the number of such references increased by 50.1%. The number of mortgage agreements registered within 9 months of 2021 increased by 52.4% to 36,798 compared to the same period last year.

Note that state registration of real estate is necessary for economic and legal transactions such as sale, donation, inheritance, insurance and mortgage. State registration of property rights is a guarantee of a more reliable and legal use of a citizen's real estate.
