Based on the results of the investment tender conducted by the State Service on Property Issues under the Ministry of Economy for the sale of the state-owned shares in OJSC "Garadagh Glass Plant", a sale and purchase agreement was signed with the successful investor on 23 June 2026. Under the terms of the agreement, the investor is required to transfer AZN 20 million to the state budget and implement an Investment Program valued at AZN 16.4 million at the enterprise.

The State Service on Property Issues continues to implement measures aimed at the restructuring and privatization of state-owned enterprises. In this regard, investment tenders are considered one of the key mechanisms for attracting investment to state-owned assets, restoring production capacity, introducing modern technologies, and creating new jobs.

The investment tender announced for the sale of the state-owned shares in OJSC "Garadagh Glass Plant" was concluded on 19 May 2026. On that date, the Tender Commission opened the proposal envelopes submitted by the bidders, evaluated the proposals, and declared "North West Construction" LLC the winner of the investment tender, as it had submitted the most advantageous proposal. Under the Investment Program, the successful bidder is required to undertake the comprehensive repair and reconstruction of the glass melting furnace, glass production equipment, and production workshops, procure and install new production lines and glass-forming equipment, and improve the supporting infrastructure for electricity, gas supply, water supply, and sewerage systems.  

The investment to be made by "North West Construction" LLC is expected to create 200 new jobs at the enterprise.

The privatization of state-owned enterprises through investment tenders contributes to bringing economic assets back into productive use, modernizing production, and promoting greater private sector participation in industrial activities.
