On July 3, an online meeting of the “Property Registration and Leasing” Working Group, led by the State Service on Property Issues under the Ministry of Economy, was held under the organization of the Commission on Business Environment and International Rankings. The meeting, attended by representatives of the public and private sectors, featured the presentation of the 2026 Roadmap for the implementation of improvements and communication activities related to the “Business Location (Property Registration and Leasing)” indicator. Participants were also informed about the work carried out during 2025, followed by discussions.

Rustam Shahbazov, Deputy Head of the State Service on Property Issues and Head of the Working Group, briefed participants on the measures and projects implemented within the framework of the Roadmap concerning real estate registration and cadastre.

Vusal Shikhaliyev, Head of the Secretariat of the Commission on Business Environment and International Rankings, presented the Working Group’s areas of activity and its key priorities for the period ahead.

During the meeting, the 2026 Roadmap for the “Business Location (Property Registration and Leasing)” indicator was presented. It was noted that the Roadmap includes measures such as the preparation of a draft normative legal act aimed at regulating the current situation regarding unauthorized constructions, further efforts to fully digitalize real estate registration services, ensuring accessibility to information contained in the state register, and other related initiatives.

At the end, the importance of timely, high-quality, and substantive implementation of the measures under the Roadmap was emphasized, and the questions of the meeting participants were answered.
